County to host hearing on Chattahoochee

By JOHN THOMPSON

Aug. 23 could prove to be an eventful day for the Coweta County Board of Commissioners.

During Tuesday afternoon's meeting, two additional meetings were announced for Aug. 23 by county officials.

First, at 5:30, the commission will stage another meeting with municipal officials about House Bill 489. The bill requires cities and counties to work together to try and eliminate any duplication of services.

County administrator Theron Gay said officials on both sides of the table have been working hard to try and hammer out an agreement and believes one might be reached Aug. 23.

Then, at 7 p.m., the county is going to host a community workshop by the city of Atlanta on proposals to clean up the Chattahoochee River. Atlanta officials are meeting with counties that have the river flowing through them in order to determine any damage that Atlanta officials may have caused to the river.

Commission Chairman Lawrence Nelms said the county stands to receive some funds for damages and urged all the commissioners to be present at the meeting.

Both meetings are set for the commission chambers at the Coweta County Administrative Complex on Broad Street in Newnan.

In other news from Tuesday's meeting, the commission:

Received a briefing on the ongoing mediation with the city of Senoia over an annexation dispute. Gay told the commissioners that county and city officials were still trying to settle on a mediator for the second round of mediation.

The dispute started in April after the county received an annexation notice from the city of Senoia.

County planner Robert Tolleson told the commission the city wants to annex approximately 55 acres on Rockaway Road, near the Twin Lakes subdivision.

Currently, the property is zoned Rural Reserve in the county, which requires a minimum five-acre lot size. But Tolleson explained that the owner of the property could apply for an R-200 zoning, which allows a minimum lot size of 1.6 acres in the county.

If the property was annexed into the city, the property would be in Senoia's R-1 zoning category, which requires only a one-acre lot size.

Since the annexation would significantly increase the density of homes allowed on the property, Tolleson asked the commission to file an objection and asked for mediation in the case.

“Sewer is a big concern and I'm sure it's cheaper to pay city of Senoia taxes than do 1.6 acres,” said commission Chairman Nelms.

If the parties disagree again on the mediator's recommendations, the matter will ultimately be decided in a local court.

Decided to lower the speed limit on Sullivan Road and Lora Smith Road from 45 to 35. Commissioner Charlie Jones said he had received numerous complaints about speeding on the roads and said a lowering of the limit should cut down on complaints.
